LVSC Shipments - Cargo Control Numbers
As per the D-Memo, all LVS entries require individual Cargo Control Numbers, found on the courier submitted ConsIST Sheet for reference and audit purposes. CBSA may audit a broker and you'll need a reference number for the individual files; this is how you'll track them.

Note the following section:
21. Once goods are released, the courier is responsible for providing the importer or customs broker with all release information and supporting documentation for each shipment. For commercial goods the courier needs an undertaking from the importer or the importer’s broker that the appropriate accounting will be completed and the duties and taxes will be paid. The importer or broker needs to have posted security with the CBSA to obtain release before payment.
Now, with that info, look at section 12, subsection A and C, carrier code and a unique identifier, which is also known as a cargo control number.
