CARM Experience Simulation (CES) Update
March 14, 2023
Sprint 1 of the CES began on February 27th and will conclude on March 24th.
The initial report on this first series of simulations has not been positive with several deficiencies being reported ie issues with the accuracy of the calculations generated by the CARM system; the delayed resolution of tickets issued to the CARM Client Help Desk; and unresolved deep-cycle testing issues.
The CES is set to conclude in June 2023, by which time the CBSA will determine the feasibility of an October 2023 implementation date for CARM Release 2 based on the outcome of the simulations. For more information on the CES please visit our

Nov 22, 2022 - CBSA Update
- November 18th letter from CBSA targetting Oct 2023 as likely implementation timeline attached
- CBSA stresses involvement in the experience simulation which will begin Feb 2023

April 28, 2022 Update - CBSA Experience Simulation for CARM
- CBSA has invited various members of the trade community to apply to become part of a "CARM Experience Simulation"
- Deadline to apply is May 6, 2022, if you have been invited and you wish to apply feel free to do so
- CBSA will select participants from the applicants
- CBSA is currently planning to Kick off this experience sometime between May and June 2022
Experience Simulations Questions & Answers
- Question - Will Candata be ready for customers to test via EDI / API by June 2022
- Short answer - To soon to tell as this is not fully in our control
- Long answer - Candata is still in deep cycle testing with CBSA, and this is the early build stage and things are still in flux. There are also open questions from various software providers to CBSA. So its not possible to commit to this timeline at this time as it is not fully in our control However CANdata has a history of keeping up or ahead of CBSA testing schedules on new initiatives and feel we are in a good place at this time.
- Question - Is there a time commitment required by CBSA when this experience starts?
- Answer - CBSA is currently indicating a 5 to 10 hours per week time commitment, please see attached call for volunteers
- How we can help and get ready for CARM in the mean time?
- Answer - We are eager for customers to use the new "beta" shipment screen and report any issues to support. This new screen will be central to the new CARM processes and will soon replace current screens across our systems and servers

We understand from call notes that CBSA expects the very earliest CARM could be complete is Oct 2023
March 10, 2022 Update
Current Status
- CARM is currently in "Deep Cycle Testing" hosted by CBSA.
- CANdata participates in a variety of weekly and sometimes daily meetings to ensure CBSA scenarios are tested and that CANdata both send and receive the messages for the various scenarios
- Deep cycle testing phase is focused at technical testing with some CARM portal business partner testing, but the bulk of the testing is focused on the electronic communications between CBSA and the providers
- Timelines are determined by CBSA, and deep cycle testing began Jan 2022, and will complete likely when the majority of providers have passed all the deep cycle testing scenarios
- CANdata does not have any details on timelines beyond deep cycle testing and this is controlled by CBSA
Next Steps
- Once deep cycle testing is deemed successful by CBSA there will likely be a new round of testing opened to wider variety of testing partners, as software providers should have their initial builds complete.
- CANdata has not yet been provided a schedule for any testing or "go live" beyond the deep cycle testing plan which is in progress.
CBSA's latest Update

Hello,
The CBSA Assessment and Revenue Management (CARM) project successfully launched its first two releases in January (Release 0) and May (Release 1) 2021. These releases represent the foundation on which the third release (Release 2) is being built. Release 2 is the largest, most complex CARM release and requires careful consideration for its implementation.
We are aware of the significant investment that Release 2 represents for industry, as well as the impact that COVID-19 has had on many businesses. With the goal of shared success, and in consideration of other Release 2 pressures, the CBSA is carefully reviewing the appropriate timing for Release 2 implementation.
At this time, we can share that we do not intend to proceed with the implementation of CARM Release 2 any time before January 2023. The CBSA will continue to consult with our trade chain partners, and communicate information via our working groups and the CARM website.
In the meantime, the CBSA is exploring opportunities to de-risk and facilitate the adoption of CARM at Release 2, which may include a CARM Experience Simulation (CES) / pilot with volunteers from our trade chain partner community in a non-production environment. More information will be shared on this as it becomes available.
